FileTimestampUpdate

Owns one explicit file timestamp update policy. This value retains no resource and allocates nothing. Exact times may be negative; conversion checks native representability before applying either timestamp. Now is sampled by the native operation, not enum construction. Shared mutation requires synchronization. Native precision may be coarser than nanoseconds; requested exact values are not a storage-precision guarantee.
