PathEncoding
Identifies exact native filename units without claiming valid Unicode. Byte paths can contain non-UTF-8 bytes; UTF-16 paths can contain unpaired surrogates. Embedded NUL is rejected separately. Encoding is representation, not permission to use an unsupported OS adapter.
