PosixOwnershipChange

Owns an explicit partial POSIX numeric ownership change. None preserves an identity; Some(0) is a real native identity. Numeric values are scoped to the target host, with no name lookup or implicit current-user substitution. Values unrepresentable by the native ID or equal to its reserved sentinel are rejected before changing anything. Changes may clear special mode bits according to POSIX; this is not an ACL replacement or transaction. This value allocates nothing; shared mutation needs synchronization.
