Construction and compiler/tooling effects always occur during compilation. Runtime retention controls only emission of the immutable reflection record.

AttributeRetention.Runtime

Runtime;

Retains the frozen application when reflection is enabled.

AttributeRetention.CompileTimeOnly

CompileTimeOnly;

Omits the runtime record while preserving compile-time semantic metadata.
