Classifies portable networking failures independently of errno. WouldBlock/InProgress preserve socket ownership and require readiness before retry. Cancelled/TimedOut belong to async operation policy; immediate calls do not manufacture them. Packet truncation is DatagramReceipt.IsTruncated instead.
